Preparedness and strengthening the response capacity of national and local actors have been identified as a key aspect of the Global Logistics Cluster 2016-2018 strategy. The preparedness programme will concentrate on six identified disaster-prone pilot countries, providing support for national logistics preparedness through capacity transfers (knowledge and technology) from global to local levels.

WFP as the lead agency of the Logistics Cluster is mandated by the inter-agency standing committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters.

The project has the following strategic priorities and objectives within 4 phases:





Mapping, identification of network of supply, logistics and other stakeholders

Preparedness Coordination

Preparedness Information Management, Capacity and Actor Mapping and Data Preparedness


Assessment and analysis

Scenario development based on risk analysis

Assess disaster impacts on capacities and infrastructure (gap analysis)


Response planning and capacity strengthening

Localized capacity strengthening, response planning and advocacy. Support Governments and stakeholders to address gaps and identification of organisations and local actors best placed to address gaps.


Monitoring and Evaluation

Project Proof of Concept, Continuous Improvement, Standardization and Quality Control of outputs incl Learning and Knowledge Management.

Position Outputs:

Implement the Logistics Cluster Preparedness project and activities as part of efforts to build national capacities and stakeholder networks, aimed at raising the level of emergency readiness locally. As part of the GLC Preparedness strategy, co-develop, run and test logistics preparedness tools, templates and guidance to improve outputs for further mainstreaming.

Management and Reporting line:

  • The incumbent will be under the direct management of the WFP Indonesia Head of Emergency Preparedness & Response (EPR) unit. The incumbent will send monthly activity report to the GLCSC in Rome.

Core Deliverables:

  • Initiate and maintain regular meetings with engaged and interested stakeholders
  • Build strategic cooperative relationships with humanitarian and development actors, Government actors, and private sector actors in the country/region.
  • Support scenario planning, preparedness planning and response planning (Prep ConOps) activities with multiple partners.
  • Create awareness and understanding of the Preparedness Platform among all actors through integration in data gathering, scenario building and planning activities.
  • In close cooperation with partners, gather, assess and validate preparedness information (IM deliverables, supply and logistics capacity and gap analysis, using existing tools and developing/testing new tools (Logistics Cluster Preparedness Platform and Indonesian InaSAFE Platform) and provide guidance as required. Verify Logistics Capacity Assessment (LCA) data, and develop update mechanisms, utilizing/contracting existing information providers.
  • Provide input (monitoring and evaluation data) to reports and presentations.

Key General Duties:

  • Act as focal point for LC preparedness strategy, be involved and support initiatives undertaken with partner organisations (including international, regional and national humanitarian organisations, NDMO’s, and private sector actors).
  • Assist the CO EPR Unit with technical assistance to Badan Nasional Penanggulangan Bencana (BNPB) and Ministry of Social Affairs (MoSA), and other key actors, in light of the LC preparedness strategy
  • Assist the CO EPR Unit with Humanitarian Country Team contingency planning exercises.
  • Assist the CO EPR Unit with the design of a selection of clear response plans and structures along with partner stakeholders, which is in line with existing coordination structures and procedures as accepted by all relevant stakeholders and in line with the LC preparedness strategy.
  • Support and communicate preparedness initiatives at global, regional and local levels.

Capacity Development Duties

  • Provide support to preparedness training, workshops and simulations as required, in line with ensuring capacity of all stakeholders.

Recruitment qualifications:

Education: Advanced university degree in international relations, political science, humanitarian action, logistics & supply chain, or a closely related field; or the equivalent combination of education and experience. Participation in the Logistics Response Team training is a plus.

Work experience: a minimum of 6 years of professional experience including working in an international context; responsibility in a planning role. Previous experience in emergencies, Disaster Risk Reduction (DRR), capacity building. Exposure to the cluster system and the Logistics Cluster is important.

Languages: Fluency in oral and written Bahasa Indonesia & English.

Key skills: Ability to make a positive contribution in a team-based environment and to work under tight deadlines with minimum supervision; experience in humanitarian response planning; superior research, analysis and writing skills; excellent interpersonal, negotiation, communication and facilitation skills with the ability to lead large cross-cultural group exercises, with a level of communication suitable to build and maintain relationships with high-level officials and government counterparts; proficiency in Windows, MS office (Word, Excel, PowerPoint, Outlook, Projects); knowledge of database management and GIS technology preferable, willingness to work in challenging environments / field locations.

Expected Results: Under overall guidance of the supervisor and with a degree of independence, a collaborative member of a team will identify and mobilise resources for successful operations, produce well-prepared, analytical work and/or manage projects/operations that require a significant amount of in depth analysis leading to final recommendations. S/he guides and ensures application of appropriate policies, guidelines, procedures and processes. Effectively and in a timely manner liaises with logistics counterparts at all stages of the operation.

Critical Success Factors: Organizational and coordination skills. Ability to analyse data, draw conclusions and recommend a course of action. Excellent knowledge of emergency preparedness practices and ability to execute tasks quickly and with minimal supervision. Be able to develop greater expertise through exposure to a range of emergency preparedness activities. Demonstrated ability to develop and maintain effective work relationships with logistics counterparts and staff. Ability to deal patiently and tactfully with people of different national and cultural backgrounds. Ability to build and maintain relations with WFP (lead agency) management and structures in place, designated regional bureau and related supply chain functions at global level. Ability to work in a high-stress/high-work variability environment where dealing with set-backs are regular occurrences. Ability to rapidly understand and analyse Logistics Cluster preparedness strategy for country-level application and recommend contextualised strategy improvements for rollout.
